THE FRAMEWORK OUTLINES THREE POLICY PRIORITY AREAS ESSENTIAL FOR THE HEALTHY GROWTH AND DEVELOPMENT OF YOUNG CHILDREN: HEALTH, FAMILY SUPPORT, AND LEARNING.
