Guest records work when every event collects the same facts. This policy tells the event chair what to record: headcount, charges, who paid, the host, and whether someone was a hosted guest or public-use attendee.
It does not tell the club to classify those amounts as member income or nonmember income. That is an advisor question. The policy names who records, the deadline, where the file lives, and how the board documents an exception.
