Close Packet is a parent-org-only close and audit package surface.

V1 Behavior

• Stores metadata in report_close_packets.
• Does not persist financial snapshots.
• Regenerates included report content from canonical reports at export/review time.
• Saves generated-by, generated-at, period, included report list, and optional notes.
• CSV export currently covers the checklist. ZIP / multi-sheet XLSX / PDF bundle is a follow-up export enhancement.
